Cebu Moves Forward With Digital Governance Through PLDT Enterprise
Stronger Connectivity and Smarter Collaboration Set the Stage for More Responsive Public Service
When people think about better government services, technology may not be the first thing that comes to mind. Yet behind every faster transaction, smoother coordination, and more accessible public service is an increasingly important foundation: reliable digital infrastructure.
For the Province of Cebu, strengthening that foundation has become part of its broader push toward modern and responsive governance.
The province has formalized a partnership with PLDT Enterprise to support its digital transformation through enhanced connectivity, collaboration tools, and technology solutions designed to help government teams work more efficiently.
The partnership brings together the Province of Cebu's commitment to digital governance and PLDT Enterprise's expertise in connectivity and information and communications technology, creating a stronger digital environment for government operations across the province.
Building a More Connected Cebu
As one of the Philippines' oldest provinces and a first class province in Central Visayas, Cebu continues to pursue initiatives aimed at improving government operations and public service delivery.
Digital transformation plays an increasingly important role in that effort.
For government offices, reliable connectivity is more than simply having access to the internet. It allows teams to communicate, share information, coordinate activities, access digital platforms, and keep essential services moving.
This is where the partnership with PLDT Enterprise comes in.
Through a combination of connectivity and collaboration solutions, the Province of Cebu is strengthening the digital tools available to its workforce while laying the groundwork for more efficient government processes.
Cebu Governor Pamela S. Baricuatro highlighted the importance of expanding the province's digital capabilities.
“This collaboration underscores Cebu’s continued effort to modernize government systems and adopt digital tools that support better service delivery across the province. As the Province of Cebu continues its digital transformation journey, the partnership with PLDT Enterprise reflects a shared vision of using technology to improve how government works, making public services more connected, productive, and responsive to the needs of the people.”
Digital Governance Takes Center Stage
Cebu's digitalization efforts are also supported by policy initiatives designed to give its technology transformation a clear direction.
A significant milestone was the enactment of the Cebu Province Digital Services Act of 2025, which established a province wide framework for digital government services. The initiative focuses on streamlining government transactions, strengthening data protection, and improving the quality and accessibility of public services.
The province also established the Provincial Information and Communications Technology Council, or PICTC, to serve as its policy making and coordinating body for ICT development.
Together, these initiatives provide a foundation for Cebu's broader digital governance agenda.
The partnership with PLDT Enterprise complements these efforts by providing technology that can support government employees in their day to day work.
Connectivity and Collaboration for Modern Government Operations
As part of the partnership, the Province of Cebu has adopted several PLDT Enterprise solutions, including iGate connectivity, Smart Corporate Lines, and Microsoft 365.
Microsoft 365 was deployed and enabled by ePLDT, the ICT subsidiary of the PLDT Group.
Each solution plays a role in creating a more connected and collaborative workplace.
High speed connectivity through iGate helps provide stable access to digital services and supports continuity across government operations. Smart Corporate Lines provide mobile communication capabilities, while Microsoft 365 gives teams access to collaboration and productivity tools that can help streamline workflows.
The goal is straightforward: give government employees the digital resources they need to coordinate more effectively and keep public service moving.
“For a province as dynamic as Cebu, reliable digital infrastructure is essential to keeping public service moving,” said Javier Lagdameo, PLDT Vice President and Head, Domestic Enterprise Business, Regional and Commercial.
“Through this partnership, we are helping provide the connectivity and collaboration tools that allow government teams to work more seamlessly, serve constituents more efficiently, and build a stronger foundation for Cebu’s continued growth.”
Turning Technology Into Better Public Service
Digital transformation is ultimately about more than technology.
For a local government, the real value comes from how technology helps people accomplish things more efficiently.
A reliable connection can help government offices communicate without unnecessary delays. Collaborative platforms can make it easier for teams to work on documents and projects. Digital tools can help simplify workflows and improve coordination between departments.
These improvements may happen behind the scenes, but their impact can reach citizens directly.
When government teams have better systems for communicating and managing their work, they can be better positioned to respond to requests, coordinate services, and address community needs.
This is particularly important for a province as geographically diverse and economically active as Cebu.
“PLDT Enterprise remains strongly committed to supporting local governments as they build stronger digital foundations for governance and public service,” said Ma. Hazel Amoyan, CRM Head, PLDT Enterprise.
“Through reliable connectivity, collaboration tools, and mobility solutions, we aim to help enable more efficient operations and more responsive service delivery for the Province of Cebu. Moving forward, we will continue to deliver and provide these kinds of innovative solutions and products to each and every province across the country.”
Laying the Groundwork for Future Ready Governance
Cebu's partnership with PLDT Enterprise reflects a broader shift in how local governments approach public service in an increasingly digital environment.
Secure and reliable connectivity is becoming an essential part of government infrastructure. At the same time, collaboration platforms and digital workplace tools can help employees adapt to new ways of working.
For Cebu, these technologies support its continuing efforts to build more efficient internal operations while strengthening the systems behind citizen facing services.
The partnership also highlights the importance of collaboration between the public and private sectors in advancing digital transformation.
Government provides the vision, policies, and public service mandate. Technology partners can help provide the infrastructure and tools needed to turn those objectives into practical solutions.
As Cebu continues developing its digital governance initiatives, having a dependable technology foundation can help the province move toward more connected, accessible, and responsive public services.
The journey toward digital government does not happen overnight. It is built through policies, infrastructure, people, and partnerships that work together over time.
For Cebu, the latest partnership with PLDT Enterprise represents another step in that continuing effort.
